After Riccardo Calafiori to Arsenal, Italy have also sent Andrea Cambiaso back home to Juventus, as he will not be fit to face Germany.
The second leg of the Nations League quarter-final is at the Signal Iduna Park in Dortmund on Sunday at 19.45 GMT.
The Azzurri have a mountain to climb after losing the first leg 2-1 at San Siro, despite having opened the scoring through Sandro Tonali.
Italy lose Cambiaso and Calafiori for Dortmund trip

Coach Luciano Spalletti has a severely weakened squad, because Calafiori already pulled out this afternoon due to a knee injury and has been sent home to Arsenal for further tests.
Now the FIGC announces that Cambiaso has also been released from the squad, as he has not fully recovered from the left ankle sprain.
This had also prompted him to be in the stands for the first leg, but it was hoped he would recover in time to feature in Dortmund.
It is now likely that Spalletti will call in a replacement for Cambiaso.
There is some positive news, as Lazio winger Mattia Zaccagni returned to training.
